Rules for access and circulation

Green Zone

From Monday to Saturday (24/7), with the exception of midweek holidays, vehicles are NOT ALLOWED to access, circulate and park in the Green Zone (Resolution 371/2022 and from the Order n. 27/2023):

Motor Vehicles (including residents' vehicles)

  • gasoline and diesel, even if powered by LPG or methane, Euro 2 and earlier. From November 1st, 2024, also gasoline Euro 3

  • diesel, even if powered by LPG or methane, Euro 3 and earlier

Mopeds, Microcars, and Motorcycles (including residents' vehicles)

  • gasoline and diesel Euro 1 and earlier

Until October 31st, 2023, there is an exception for mopeds, microcars, and diesel motorcycles Euro 2

Additionally, from November 1st to March 31st of each year

From November 1st, 2023, the following are prohibited:

  • cars powered by diesel Euro 4 in the time slot 7.30 am-8.30 pm

  • N1, N2, N3 commercial vehicles powered by diesel Euro 4 in the time slots 7.30-10.30 am / 4.30-8.30 pm

  • mopeds and diesel motorcycles Euro 3

From November 1st, 2024, the following prohibitions are added:

  • cars powered by diesel Euro 5 - in the time slot 7.30 am-8.30 pm

  • N1, N2, N3 commercial vehicles powered by diesel Euro 5 - in the time slots 7.30-10.30 am / 4.30-8.30 pm

Exemptions

  • vehicles used for managing urban waste on behalf and/or directly by Rome Capital, for environmental hygiene, emergency management of greenery, civil protection, urgent restoration of urban decorum, as well as for emergency maintenance carried out on behalf or directly by Rome Capital

  • vehicles with license plates C.D., S.C.V. and C.V.

  • vintage vehicles referred to in art. 60 of Legislative Decree no. 285/1992 and subsequent amendments and additions only on the occasion of events authorized by the competent authorities.

Exceeding pollution limits

In case of exceeding the limit value for atmospheric pollutants (such as PM10, nitrogen dioxide and ozone detected by ARPA Lazio), necessary information will be provided to the public on the main official communication channels, aimed at raising awareness and inviting citizens to maintain any behavior useful for reducing personal exposure and contributing to the reduction of pollutant emissions; actions aimed at decongesting traffic will also be provided on the following road axes:

  • ring road to the historic center (Lungotevere, Corso d'Italia, Viale Castro Pretorio, Viale Manzoni, Via Labicana, Via di San Gregorio and Circo Massimo)
  • Via Acqua Bullicante
  • Via di Portonaccio
  • Via Prenestina; Corso di Francia
  • Via Quirino Maiorana
  • Viale Guglielmo Marconi
  • Via Oderisi da Gubbio
  • Viale Trastevere
  • Via Magna Grecia
  • Via Cerveteri
  • Via Appia
  • Viale Etiopia
  • Viale Libia
  • Viale Somalia
  • Corso Trieste
  • Via Cipro
  • Circonvallazione Trionfale

The adoption of temporary emergency measures aimed at preventing and containing atmospheric pollution will be carried out on MONDAY and THURSDAY, except on holidays.

  • ORANGE LEVEL: activated after 4 consecutive days of exceeding the values of the reference station based on the check carried out on MONDAY and THURSDAY (control days). The temporary measures come into effect from the 5th day of potential exceeding and remain in force until the conditions of exceeding persist and in any case not beyond the next control day.
    Limitation of circulation in the Green Belt LTZ (in addition to vehicles already affected by permanent and programmed limitation) for:

    • vehicles powered by Euro 3 gasoline

    • vehicles powered by Euro 4 diesel

    • mopeds and (3 and 4-wheeled) motorcycles powered by Euro 2 diesel

    • freight vehicles powered by Euro 4 diesel (N1, N2, and N3 categories);

  • RED LEVEL: activated after 10 consecutive days of exceeding the values of the reference station, based on the verification carried out on MONDAY and THURSDAY (control days). Temporary measures come into force from the 11th day of potential exceedance and remain in force until the exceedance conditions persist and in any case not beyond the next control day.
    Limitation of circulation in the Green Zone ZTL from 7.30 am to 8.30 pm (in addition to vehicles already subject to permanent and/or scheduled limitation) for:

    • vehicles powered by Euro 5 and 6 diesel

    • freight vehicles powered by Euro 5 and 6 diesel (N1, N2, and N3 categories)

The transition from one level to the next or the previous one (including the return to the green level "no alert") can be evaluated on the "control days", as well as on the basis of the criteria set out above, also taking into account the actual degree of criticality in progress (referring to the data measured by the monitoring stations), the phenomenological situation (e.g., meteorological evolution, transport of natural origin dust) and the urban context (e.g., transport strikes, major events).

Eco-Sundays

As established by national and regional regulations, in order to prevent and contain air pollution, five "Eco-Sundays" are scheduled every year. The 2022-23 events have ended.

During Eco-Sundays - in the Green Zone - private traffic circulation (with some exceptions) is prohibited from 7.30 am to 12.30 pm and from 4.30 pm to 8.30 pm.
